The USSR was running low on foreign currency reserves. It couldn't keep borrowing forever. It would've taken a little longer to fall, just that. It was also running out of funds to finnance it's active measures.

How US dealt with collapse of USSR was an economic success but a long term failure. US got 20 years worth of markets worldwide, but inevitably it all bubbled up to the dot com crash of early 2000s. Ask people who were around and working during the 90s, it was the easiest decade for US and the west in general. Long term however it set up the stage for confrontation with China and allowed Russia to lean into the opposing camp. Considering world trade will take place through the arctic passage, this was a mistake.
