The only thing that can prevent moral decline and corruption is a virtuous people. A virtuous people does not require a strong state to tell them how to behave. Idiots who are barely bright enough to understand this then think that a strong state will put the masses in place because the perfectly godly leader can use his power to flawlessly correct the masses. Not realizing that a licentious people are more likely to tolerate a licentious leader than a truly virtuous one, whom they'd despise precisely for his virtue.

A degenerate society, much like an alcoholic, cannot be saved by others. Only by themselves. The difference is that for an alcoholic to change his way, the willpower of one man is needed. The willpower of all men (not women, men) is needed to correct the course of a degenerate society.
