Ok, clue number one:

I messed with the hue of the colours (gray stays gray, probably for lack of data or it's not applicable), but this is generally a positive vs. negative thing, and it'd arguably be better to be green.

This one will be a bit controversial. I don't think it's entirely correct, but it is broadly accurate enough to warrant guesses. I don't think anyone in this thread so far will mind.

The Netherlands, Mozambique, Angola, Timor Leste, Morocco and probably a couple more could be argued for other colours. I'll try to update it.

Or not. It's probably too much. It was meant to be the gender of countries in Portuguese, but it doesn't map.

"Países Baixos" should be male plural, Portugal, Mozambique, Timor Leste, Cape Verde and Morocco should either all be male or neutral (you don't use articles with them, but you'd use male adjectives), same for Cuba and Angola but for female, Oman is male.

I guess it might be based on Brazilian Portuguese, but even that is iffy.
