The worst thing is this cultural lack of accountability. When bad shit happens in this country, no one is held responsible. When you see bankers keeping their positions despite their obvious bad management in favour of their own and their friends' dumb investments (see the CGD scandal), you encourage others to do the same, else these others are at a clear disadvantage. How are you going to industrialize Spain? Wheat grows too far from the coast and the lack of rivers makes moving it extremelly hard which leads to a very inefficient autoconsume agriculture. Until Franco built a bunch of dams Spanish agriculture could not handle industrialization.
