Colonial empire... Portugal was in a a political and economical hell hole. He was a magnificient financial experts (had a phd, at that time was rare) that recovered Portuguese financial strengt (but not economical) and we would retain african colonies under his rule (actually only Guiné-Bissau was in a bad situation, Mozanbique and Angola were almost finished).
