It's basically one big city and nothing around so it seems like a nice place without typical rural shitholes and favelas Argentina is full of.

South Brazil is defitinely the best part of Brazil, and it has some really nice cities but overall quality of life is still worse than in Chile or Uruguay. It has like 3 times the murder rate of Chile and two times that of Argentina.
Uruguay is a murderous shithole as well, tho they seem to be doing well economically, and muh abortion and legal weed give them a lot of freedom score

I think this only puts RS above Colombia. It's important to notice though that RS is fucking broke economically, they've been in deep financial shit for years now, their police force has been greatly reduced in numbers and they even needed to get a donation from a millionaire so they could purchase enough kevlar suits.

It's not that they have different way to measure it, they all use the same formula. The problem is the formula includes static variables that may change depending on the country, that's why it's technically wrong to compare them.
