There was no such thing as "public opinion" in Stalinist Soviet Union at all. You either agree with uncle Joe or you get shot. Stalin said that we shouldn't demand reparations from Germany and instead make it a satellite state, invest lots of money there in order to boast how our so-called 'socialist' system is superior to the West. That was a dumb decision like pretty much any major political decision that village guy had made (starting from collectivization and the Ribbentrop pact).
Today I would say that most Russians are neutral towards Germany but that's because they either know nothing about history (most would hardly tell what was WW2 and when it took place) or they know nothing about Germans and their mentality, or both. In my opinion, connection between German national mentality and their psychotic behaviour throughout the XXth century is pretty obvious. It's not some external factors (British Empire bullying German fleet, or Western powers imposing an unfair treaty of Versailles on poor little Germany), but rather the way their brains work. Authoritarian, rigid, power-hungry, vindictive, sadistic, fanatical - stuff like that. Germans are little Stalins, or as Adorno put it 'authoritarian personalities'.
