There was a ton of homeless people living in tents under the highways where rich people drove expensive cars over them. It was like a futuristic dystopia. Kinda like Elysium.

And then keep in mind how hard it would be for homeless to hold down a good job that could help them out of the situation. Ive seen plenty of homeless people try thwir hardest and they end up in motels so they can sleep/hygiene, which you need if you have a job. And boy that situation isnt fun to get out of.

Homeless like CA because they get tons of social assistance, the weather is warm, little to no rain and there are jobs they can occasionally get into without commitment like picking fruit. It is also connected by rail to the PNW which also has seasonal work and a lot of social benefits, it's not uncommon for them to travel up and down, though this refers to the more functional ones. The crazy ones just stay put for gibs and warm weather.
It's an issue up and down the west coast and rich people have pumped tons of money into trying to help them, quite frankly they just don't want to be helped.

I think in the short term, homeless hygiene and mental health should be prioritized - the installation of more public shower facilities and bathrooms would be a good start but at the heart of the issue is housing being just way too fucking expensive, largely due to restrictions on development coupled with the large, rising population

Most of the development I see in my city tends to be either for middle or high income groups, but there's little private incentive to develop a complex purely for low income or homeless people, at least without some form of government assistance. And even if you did - it's impossible to implement some form of market controls on filling the developments. There's 50,000 homeless people in los Angeles - how much help is an apartment complex with 75 units? Who is going to choose who lives here? There's actually hundreds of beds in homeless shelters that go empty every night because of inefficiencies in this system.
At the very least, I think the government should work on making homeless people clean and have clean restrooms available for them to use. You can't go to a job interview smelling like shit, or with shit on your pants.

Here's an idea. Tax the rich more. Then use that money to help the poor to get back on their feet so that they in turn can prosper, buy stuff, pay taxes and thus stimulate the economy.

Your issue is you seem to assume most homeless people are normal, functional people who were simply priced out of a normal life when that simply isn't the case. A lot of homeless people are mentally ill, addicted or both, and that applies to even the more functional ones I've mentioned in my post. If you've ever tried to work with them or have been around them (you clearly haven't) you would have seen that, a lot of them simply can't function. More public hygiene facilities would be a good idea and I agree with it but that also won't solve the inherent issue of what to do with large groups of people who need intensive mental health and addiction treatment and should really be in facilities that we simply don't have.
At best all we can do now is to keep them fed and relatively safe when they choose to (a lot of beds are empty at homeless shelters because they don't want to be there, they aren't allowed to drink or do drugs in those facilities). Building low income housing and improving education would be a massive benefit to the lower middle classes but would do absolutely nothing to help the vast majority of homeless people who have issues far beyond "California is expensive."

I was homeless for a week once. Holy shit it is bad, after two days youre so exhausted, in pain, malnourished and dirty with a sevete lack of sleep. I tried to contact shelters and there was a waiting list/no room, even im sure there were plenty of beds available. Plus its a bad enviroment people attack eachother and steal and shit. I foud a nice, out of the way park and put my backpack against a tree and fell asleep, and probably 20 minutes later cops woke me up and told me to get out of there and to find a "legal" place to sleep. I tried sleeping in a fastfood restaurant and the manager would slam my table, "i can stay, but cant sleep". It was rough. Rougher than you could imagine, its not like camping in the mountains with sweet supplies and gear. Yep, by day three i was so fucking wrecked i became comoletely useless and confused by everything.

the U.S. did away with insane asylums but didn't institute any systems to replace them, so all the people who would have been in the nuthouse otherwise are walking the streets because they are incapable of taking care of themselves. add in a healthy dose of drug addicts and ptsd riddled veterans and you have yourself a massive homeless population, which naturally gravitate toward more liberal cities like San Fransisco, L.A., Portland, Austin, NYC, etc.

Some churches help homeless people. Also some schools too. My college has emergency shelter and a food pantry (but only if you're a student attending there.)
I know in my city there are plenty of food drives everywhere that give free food and clothing. But that's obviously not sustainable since it creates a dependant population. Homeless people need to prioritize getting a GED or a trade certificate. That is the best way to get out of poverty. You can get into college with the former too.
In alot of states, getting benefits and food stamps require drug tests.

I've been told that most homeless people in California are not originally from California. A lot of homeless people from other States move to California because of the warm weather.
The main reason for the homeless is lack of affordable housing. It costs a ton of money to get a permit to build something in California. I can't remember the exact figure, but i remember it was something like 10 times more expensive just to obtain a pernit from the State government to build a building than it takes in neighboring Nevada. On top of that, you also have to pay for all sorts of environmental expections. All this costs a lot of money and time, so the demand for housing is high, but supply very low, that leads to very high rents. When you can't afford to live in an apartrment, you become homeless.
Another reason is the lack of jobs in general. Some of the areas where homeless people stay are very expensive. There are no jobs that these people can do. Few of them are employable. Most of them are drug addicts, or have some sort of mental issues, or are just not interested in working in general. They do receive free food and other welfare benefits from the State. So i would say they are not as bad as they seem.
Honestly, i would rather be a homeless man in California than be a welfare bum in Denmark. At least i know i can make my way up in California, i know i can't do the same in Denmark where the government collects 60% of my income. What a static cold society. No thanks.
