It's surprising that people in Korea and Japan even know about Irish traditions at all, but I think it's cool. I've definitely noticed a massive increase in Chinese, Korean and Japanese people celebrating paddy's day in Dublin in the last 4 or so years

Not even remotely true. Most can have basic conversations with ease. Most would tell you they aren't fluent in it, but they can absolutely ask you how you're doing, how the weather is, where you're going etc.
