I remember going to Yekaterinburg once, and the city center was fully lit at night with artificial lighting, and there were at least a few thousand people crammed into a small space, the weather was hot and dry, it all felt like hell

Problem with blocks is they are prone to have the paint job start to deteriorate very quickly, other than that they look quite nice when fresh. In richer countries the government could invest in fresh paint every few years to keep them aesthetically pleasing but it's probably not a priority.
