Why not? Russia and India are long time allies and India is Russia's largest customer. It is in Russia's interest that India keeps buying their shit because India props up their defense industry. Furthermore, ever since the Soviet-Sino split, Russia needs India to contain Chinese presence in the Indian Ocean because the last thing Russia needs is a stronger China. Don't forget that the majority of the Russian land exposed to China is uninhabited and has permafrost. This has two implications - a) the logistics in sending troops to guard the borders is very difficult and b) the potential for free land to grow food and have water 15-20 years from now when climate change starts showing more adverse effects. China will be looking at that part with great anticipation.
As for India containing China in the Indian Ocean, it shouldn't be that hard considering Chinese navy isn't that much better than India's. In fact, most would argue that India has the better navy but that's a story for a different time.

Well, for what it's worth, in the case of India and Russia, I would say it's a special relationship among relationships. Indian nuclear tech is 100% indigenous (with the exception of nuclear reactor design which is a recent phenomenon). However, in 1971, during the Indo-pak war, because the US sent their nuclear powered submarines to scare India, Russia responded with their own fleet of submarines and tracked the US fleet secretly. The leader at that time seriously considered giving India nuclear tech secrets but was assuaged by his ministers not to. Well, in the end, India conducted her first nuclear test in 1974.
I think with India, like China, it doesn't matter in the long run because they've got the brains (and the brainfarts to go along with it) to indigenously develop all the high tech stuff.
Last year ISRO launched their first cryogenic rocket engine (indigenous of course) because the US was too stingy to share with them any tech (and had actually placed sanctions on them a few decades prior). Thing is, while most countries see these things as service improvements (satellites for example), the US sees them as improvement in military capability.
You'd think USA would be on more amicable terms with India due to shared commonalities but that is a very common misconception. USA has never been about spreading and supporting democracy, it has always been about USA and its interests first and has a history of toppling democratically elected govts for their gain.

Canada actually has a lot of potential. I don't know if you know this but there are different types of nuclear reactor tech in use, one of them is pressurized heavy water which is a canadian tech. In fact, it was from a derivative of this type of reactor that India got the plutonium required to conduct their first nuclear test.
Canada is also among the few nations with the capability to build nukes in a short time if required, along with Japan, SK, Germany et al.

In my opinion, they need to first surpass Japan in GDP (2025?) before they can start choosing sides. Anti satellite tests, nuclear submarines are all well and good; military strength is important but so is economic might and India need more geopolitical clout and improving their GDP is a good way to achieve that. And naturally, their growth coupled with the fact that they've already reached replacement rate will have their PPP per capita grow faster.
