nop, I actually looked up on all the COA arguments, using different keywords. Nada. The only results I got was accusations by Nograles during campaigning. If any of these were even somewhat true, I assume you'd see Rappler and Inquirer spam their headlines with these alleged COA findings

As a disillusioned former government employee, this doesn't surprise me. Because it's all the same kickback modus but on a grander scale.

The reason the government is pushing for this isn't water: it's money. Billions of Chinese money. It's an open secret that not all of the funds will go to actually building the dams and other infra: a portion of that will go as kickbacks to politicians who have a say in the project, from the kapitan of the barangay where the dam will be built way up to good ol' Tatay Digs. DPWH pa lang tiba-tiba na. And that doesn't include the bribes from third-party contractors that will handle the misc. tasks of the project.

So yeah, this dam thing has to be pushed. Or else the money won't materialize, and that would be especially bad for certain people who have already made certain promises especially with a certain election coming soon.

PPP projects move very slowly because government bureaucracy plays a huge role in them. That's a primary reason why ODA is preferred now.
Previous admin had 6 years and their infra-projects were mostly PPP. Yet almost no PPP project were even started during these 6 years. ODA on the other hand moves much faster because it's mostly the bidder who takes on most of the project rather than the slow bureaucracy of Philippines. The only exception is Right of Way acquisition which is something only Philippine nationals are permitted to do. I cannot comment on the speed of the Chinese ODA projects(some are supposed to start construction in Q2 2019) but the Japanese ones are moving ahead and the Manila-Malolos railway is already starting construction.
