The ROC's flag has a sun but not because it is historically symbolic in Chinese culture. That's the symbol of the KMT (Nationalist Party), what was once the ruling party of the ROC.
The symbol represents the twelve months of the year and twelve hours of the day (traditional hours were twice as long as western hours) and was designed as a Republican symbol.

It's suppose to represent Taiji, not the sun. Yin-yang in the center with bagua around it.
