nah I think you can to a certain degree if a country provides the infrastructure of good schooling healthcare etc so a person can develop and certainly academic institutions like cambridge or whatever provide a significant support for the achievements of a lot of people. of course it's silly to think just because you're born in a country with a lot of geniuses that it makes you inherently better than someone born in another country with less geniuses but the role of the country is still a significant one.

It's certainly difficult where people move around a lot. We usually go by how the individual feels i.e. where they take citizienship. Ramanujan didn't (or didn't live long enough) to get british citizienship. Personally, I don't think it's ridiculous to give dual recognition top Ramanujan
