Low purchasing power and extremly high internet speeds. What you call fast internet in kangaroo and burger land is in russia called shit mobile connection.
Also majority of online services dont have regional pricing. 20$ in russia is a lot. And even on steam some titles have regional prices disabled. They simply cant afford vodka and 60$ aaa game at once.
