My guess is that for a large amount of time over here no one ever said the word out loud and only read it. It probably only took one guy to introduce the concept in a class or something, probably was torn between the 2 pronunciations and consulted with his wife who said she preferred seltic. There are two pronunciations of Latin, Classical which is reconstructed from descriptions of the language, poetry and misspellings of that time, and Ecclesiastical, which was invented by Italian monks because nobody knew how did the Romanians pronounce things
