instead of taking, say, an hour for the body to reach the freezing temperature of the air around you
with strong wind it takes 10 minutes or less
if the air is hotter than your body it won't work, then it'll just speed up the heating of your body or just do nothing
HOWEVER
if you're sweating, then wind will cool you down no matter how hot the air is
because wind makes your sweat evaporate faster
when water evaporates, it steals heat from its surroundings in order to turn into gas and float away
that's why sweating cools you down

evaporation is key, that's your main weapon against heat
so how much can evaporation cool you down?
that depends on humidity
if it's dry, then you can get really cold
in a hot desert climate, with enough sweating you can actually get close to freezing
you probably cant sweat that much, but if you poured water on a blanket and covered yourself in it then you'd get really cold, if it's dry

in a humid tropical climate, you can't really cool down much, only a little bit
that's why humid heat is unbearable, because evaporation doesn't work anymore
evaporation turns water into vapor, but if there's already lots of vapor in the air, then there's little room for more vapor
and the water just stays as water on your body, not removing any heat because it's still water
