It is quite accurate, it was forced. I feel Italy like one thing, but it is also fragmented in 100 and unification in that specific moment and way damaged the south a lot.
It's true that after the italian wars and the italic league, italy could have formed a nation state like the other european powers (France, Spain, England etc.) did.
The poverety in 19-20th Italy is the consequence of the lack of industrialisation before anything else.

North-Italy has been much longer part of the HRE than it has been part of the "unified" italy.
