EEC members would have made for the most stable union. You sacrificed that to secure Eastern Europe from Russia swooping back in in 2004.
Thing is, Russia is kinda corrupt and not nearly as strong economically. They'd be a huge boon in population and territory, but the EU as it is would be the 2nd strongest world power even without Russia. Benelux alone has an economy as large as that of all of Russia's.
