Because any Chinese nationals intelligent and capable enough to WANT to own Bitcoin/crypto also already KNEW how to circumvent the ban.
Remember that they have heavy regulations around Internet access -- regulations that a vast swath of the population knows how to circumvent, and does so with relative impunity.
If I had to guess, I'd even go so far as to say that the government lifted the ban to save face. It likely wasn't very efficient, and the even with its short life it had served its intended purpose (to cool enthusiasm and turn public opinion).
