Your best bet is probably a shitty bank on Tuvalu or something like that but even then I'd be wary because most of these tax havens have been fucked by the OECD and now report bank accounts to home tax authorities. Look into BVI trusts and that sort of thing though, you may be able to do something there.

I married a girl from Suriname and have accounts with her there and in the Netherlands. I'm American and I did run into this problem too, where the bank, and even safety security box company reps told me NO after I whipped out my pasport. I managed to get a German bank account back in 2009 before the FATCA bullshit, but Germans charge 5 EUR quarterly just to have a savings account. .. overall I have about 9 accounts in 5 different countries where I've moved about 60k USD between them and so far nothing has come up.
