If XMR is locked out of the exchanges, it means that any money the black markets put into XMR will stay in XMR. The black markets will still be using XMR and putting money into it every day. They will have an incentive to use XMR for more than just illegal goods and services because they can't cash out. The black markets are 20% of the global economy, so do not underestimate the impact of that money flowing into XMR and being locked in.

Like above said, they make some critical assumptions about traceability that aren't an even an issue anymore now that there aren't any 0-mixin transactions permitted.
