Because it's not a direct democracy. Nothing has ever been. It's a union tied around a representative republic. And thus, its democracy comes with two caveats: (a) the states of the union have particular weights (aka the electoral college) and (b) citizens don't directly vote on every issue. The representatives they elected during their periodic suffrage (which is what makes it a democracy, if again, not a direct one) do.
