the general idea is that all the regions would have a way stronger power
the hue differencs are what matter, the black borders and color changes are just blocks of regions with a lot of similarities, that speak the sae language, cooperate a lot, and form current countries
every province would pretty much be independant

also germany needs clay, if you dont want them to get too butthurt give them some of the land the ussr stole from them

the driving concepts behind the map were that:

>the nations states broken up in regions that represent more accurately the cultural and racial makeup of europe, every region would have its own government, and even its own laws, it could be acceptable that they might be very big political differences amongst regions, the central gov shouldnt intervene in the politics of the regions
>the idea that people get used to change, so even doing things that seem unthinkable today, but would in the future lead to a more prosperous and stabe europe, and generally the best outcome for everybody are acceptable

this would be one of the only ways to rule something as big and with so many unique intrest and cultures, without going full imperial and erasing every culture, through repression boot on the throat style

the regions have been sometimes cut or stuck together so that no one province dominates politics over the others, for example in france britanny extends much further than the actual region of britanny, as I said, in reality, small differences don tmatter this much

a provincial system would allow self determination for each people of europe, and wouild allow their local govs to preserve their cultures
