Even then, white immigration worked in the past yes, but how many whites really want to move to America now, America doesn't have the level of advantage of living standards, job availability, relative economic freedom, etc. it had compared to much of Europe in the past, people from, say, Denmark or Germany would much rather come to America in 1870 than today.
