Is it proof of predictive programming? No. There’s probably been and/or going to be a movie about anything and everything so it’s best not to think too much into it.
If I remember correctly, the world went to shit because there was some disease/virus that prevented women from being able to become pregnant, not because they were letting in migrants. You latched on to one minor detail of the movie but it wasn’t even correct, so that should answer your question about that.
