Our system here is not perfect but it works, we all have an ID card (carnet), it costs 5 US dollars and it's valid for around 10 years. We use the ID for any kind of paperwork possible, including voting. You can't be bothered with spending 5 bucks a decade? Then boo fucking hoo and good luck trying to do anything in the country.

In my state there was a controversy because the secretary of state purged voter rolls if someone didn't vote for over 6 years, meaning they'd have to re-register. Because heaven forbid we risk politically disinclined people in order to keep dead or people who moved out from miraculously voting again.
It is in Washington (with a few exceptions), and i am sure it is in Texas. Of course, people do not supply their own registration forms, or apply by mail either. You have to appear in person and get an official form, complete with serial number.

First you would have to prove who sent them out. A return address is not proof. Plus the exact wording on the 'registration form' would be important. Since I doubt you can register by mail in Texas, the forms are meaningless.

Washington State has a Motor Voter Act. It can not be used to register a person to vote for the first time in their life, or for the first time in the State of Washington. It is mostly used for a change of address, and for State residents who allowed their registration to lapse.

Non-citizens can not register through Motor Voter because their name will not be in the DMV database. It is only for address changes and renewing a lapsed registration as I posted. You can only get your name in the database by registering in person with proof of citizenship and residency.
California is not Washington. In California first time voters are pre-registered.

The way i read that (which is obviously an extract) the DMV does not register first timers to vote. This is done by the Sec. of State. People who are 16 or 17 are usually in high school. The School District has on file proof of residency (this is how their parents enrolled them) and will also have a certified copy of the student's birth certificate. As few of them are felons they are indeed eligible to register once the SoS checks this information with the School District this verification would be transmitted to the DMV who acts as a database, not as the Registrar. This process is illegal in Florida, one of the few States dumb enough to make it so.

Ok, here is how it works. I am a Democratic Precinct Captain by way of disclosure. I have lived most of my life in Washington State and have been political since high school. i am familiar with several Counties first hand. it works about the same in all of them. Voter Registration rolls are a Public Record. Every year the various County Republican and Democratic Parties send people to their local Auditor's Office and get their free, hard copy list of the names and addresses of every person registered in that County. Persons like me go over the list for my Precinct looking for problems based on the list and my personal knowledge of the Precinct. I concentrate on areas and people I know lean Republican. My Republican counterpart does the same, except targets Demos. We never find dead people, imaginary people, etc. and the last time either of us found an illegal was one guy maybe three years ago. After an election we then get are free hard copy list of the name and address of every person who voted in the county (this includes what precinct they voted in) and compare it to the voter registration list. This is where the fun starts. This is repeated by County parties every election in every county i am aware of. The State Parties do similar with State-wide lists they get from the Sec. of State.

Affidavits from the parents can be used if nothing else is available, but if this happens the School district can not register them to vote when they turn 18, nor can their resident County. They will have to go to the Sec. of State's Office in the Capital in person.
