Not with the reality small numbers that are currently involved. With the massive amount of homeless in Honduras, Guatemala, Venezuela, Mexico, and so on that caravan can grow to 100K without a problem. There needs to be a single massive caravan or at least a 50K caravan once a month or so. Then they can force Trump's hand.
