So there is this Mexican cart pusher in my neighborhood. He walks around during the afternoon selling cheap snacks and melted ice cream. He's in his 20's and smells like shit. I'm pretty sure a permit is required for something like this.
I'm in California so the entire neighborhood is Mexican and it's expensive as fuck to live here, meanwhile they find every possible way to pay the rent such as: getting government money, selling drugs, having their whole family work a part time job and renting to an illegal, or doing something that is surely nontaxable like the guy pushing the cart. He doesn't speak English either so I doubt he's here legally.
How can I get this guy in trouble? Who would I call? Would they do anything about it since I'm in California? Also the cops barely show up to my neighborhood. One time my car got stolen and the cops arrived at 2 AM the next day to file a report. The cops are all beaners and she-niggers also.
