the whole point of Goldstein is that he's an undefined, illusive threat that is somehow behind everything bad that happens. the danger of having a Goldstein is that you're supposed to be against him, even though you have no idea who he is or what he's doing.

The 2 Minutes of Hate serves a couple of functions.
People's lives were so fucking shit, it's only natural that they are going to get uppity, and they need a way to relieve that pressure.
You also need a focus of blame for how shit their lives are, lest they start to actually looking for where the problems originate.
What you should take away from it is that there's a very good chance that the war is totally fake. There's no evidence in the book that the other 2 regions even exist. He meets proles, but never someone from outside Oceania. The war is always fought on foreign soil.
Think of it like NoKo. The people inside that bubble have no way of knowing that what they are being told is bullshit. The government is in total control.
