Probably start a war. What else is there to do than take absolute control?

enslave "degenerates" into a reform program as civil servants. enforce christian morals but not faith or practices. remove the first amendment and replace it with a restricted version. remove the 2nd amendment and replace it with a restricted version. establish a congress that acts more like a suggestion box. leave the rest of the amendments. establish myself as the highest court above the supreme court. dis-establish the presidency, but leave it as an intact way to have a new national lead should I die a natural death.

pretty much leave the states alone until there is active civil unrest then begin a proper and in-depth investigation.

new amendments would be:

if we don't have enough economic or military power to maintain our sovereignty start investing heavily, as in national focus, into research, if we're lucky enough we will have a primacy and a new service to exchange for alliances that may help securing the sovereignty

probably way too idealistic, but I don't see why this shouldn't be the way to go
