Democrat leaders and city planners built the original 'projects' and encouraged black women to leave their baby daddies by offering free housing for single mothers.
This caused the marital rates among black to plummet.
Black men, who were not receiving government assistance at the time, resorted to crime.
The 'projects' kept a large group of people who were in poverty in a small area.
Multiple generations grew up in the this manner. Eventually it was a normal way of life.
Crime, drugs and welfare became the new negro culture.

Before this phenomenon in the mid 50's, black families had high marital retention rates.
Its a proven fact that children who grow up with both parents are more successful.
Democrats destroyed that factor for a large portion of black families over the course of multiple generations.
Since blacks are generally less intelligent, more reactionary and violent, this created a serious snowball affect.
Each generation become more and more disenfranchised.
Democrats furthered their inability to succeed by creating more gibs for them to clamor for. Now, many wouldnt survive without government assistance when before, they made it by just fine with no assistance.

Yeah, I didnt focus on that too much. But you're right.
They had a chance at evolving (the whole part about children growing up with both parents being more successful) but that chance was ruined because of these programs led by democrats.
