It's not nearly as isolated down there as they make it up to be, there's Argentinian goods and Chilean ships doing trade down there. Ethnically speaking most of the population is white, if you're not fluent in spanish i don't think it's so big of an issue as they are specialized with tourists over those parts. If i wanted to start an ethnostate anywhere it would certainly be down there.

Argentinian side is mostly barren land and Chilean side is very rainy but access is hard because that many fjords and glaciers are in the way of making significant infrastructure such as roads and towns; and that's why Magallanes region is basically Chilean Alaska and you need to go pass through Argentina if you want to go to Punta Arenas by land.
Fun fact: One of Pinochet's greatest initiatives was to build a road that connected most of these lands.
