The issue isn't people doing multiplication before division. It's the number that directly precedes the parenthesis. It's got a name though I can't remember it (something like preference or whatnot). Since it is ATTACHED to the parenthesis, it's often given priority. So 5(2*2) would be completed first. This is compounded by the urge to treat the 20 as the numerator, and 5(2*2) as the entire denominator.
