It depends on your definition. Argentina, for example, is part of the Western world culturally, socially, politically and ethnically, but not geopolitically (enemy of the UK, thus of the Commonwealth) nor economically (unstable). Uruguay and Chile could also be considered Western countries. The rest of South America (and Central America by extent) are like their "own thing": only Brazil, Argentina and Uruguay stand out from the rest of the continent in terms of culture and ethnicities.

This is a very reasonable way of looking at it and I'll agree with you.
It's worth keeping in mind that the whole phrase 'Latin America' was meant to reinforce the ties between Iberian dominated countries by hankering back to their Roman origins, i.e. their shared latin heritage and language.
Central America cannot be considered in this way, the demographics in some countries are much more native and the political/economic systems are very different.
Venusian/Cuba are by definition 2nd world countries and more 'eastern' oriented, I'd say. Though I suppose that comes back to how 'western' you'd say Russia is in the first place.
