Depends on your playstyle. Pagan religions usually have more offensive perks suited to raiding and conquering in the early game, but taper of at the start of the mid game due to limits on succession laws and the inability to adopt feudalism. You can negate some of those debuffs bu reforming pagan religions, though, which is nice. Overall, I'd say reformed Hellenic is the best religion with the HF dlc. The "Civilized" perk, unique to Hellenics, that is available during reformation is pretty strong. It's what pushes them ahead of the curve, IMO.
