For example if a country need a factory worker for special ammunition more than it needs a soldier, they want the factory worker to not enlist as a soldier. If they need food badly, they want the farmer to keep farming. It's a simple line of thought. It's very different than preventing ANYONE from enlisting, and my first assumption is that a partial restriction is being exaggerated into a fullblown lie. Because otherwise the person in the screenshot would not have hesitated a second to direct the reader towards more solid information on this enlisting prevention.
