The Germans would far outcompete the Poles even in their own cities. By WWII 50% or more of some Polish cities were German, and not just in former Prussian settlements. The Poles were very afraid of becoming Germanized like the Pomeranians previously. If he had just sent colonists over without declaring war, I guarantee you Poland would be mostly German within a few decades and the Allies would have no say in the matter.
