No chance of that happening even if they wanted to. Add to that already existing problems with access to fresh water, poor hygiene and spread of infectious diseases, warlords vying for power and multiply that accordingly and imagine the outcome. And boy, oh boy, if climate change predictions are right they'll be dealing with Armageddon scenario in Africa.
