pic related is how our border wall actually looks like , security is due to sensors cameras and patrols not the wall . relying on walls is dumb their only purpose realistically is to slow down potential crossings so that patrols can arrive before they can cross to the other side and hide . simple fences and tons of barbed wire do this a lot better and cheaper then a huge concrete wall.

It's not so cut and dry, the majority of military equipment is contracted to the lowest bidder who can pass the requirements, where durability usually is the number one factor. Especially anything the regular grunt would ever interact with.
There are some aspects of the military that is far far beyond what you can achieve in the civilian sector, simply because laws and regulations prevent the civilian contractors to just offer off this tech to anyone who wish to buy it.
