The Soviet Union had Gulags. They have death camps, people lived in fear of being claimed an enemy of the state and tortured to death. Japan started its own war in 1936, WW2 started when Germany invaded Poland the 1 september 1939. Japan was irrelevant in WW2 as they came late to the party (1941) and they barely did anything other than being bombed by the US and win a few battles against the bongs.
