If this isn't pasta, tell your friend to release the photos publicly herself. She should post them with a written explanation of how the came to be and why she is posting them. She can take them down again after 24 hours or so, doesn't have to be permanent.
This way the low life loses all his leverage and your friend doesn't have to submit to any blackmail. If her public explanation is good enough and makes sense then she will get more support than ridicule.

Pretty much this I wouldn't actually release the photos ahead of time though, I'd just say "if this gets released, this is why." Honestly, people need to get over the scandal of nudies. There's nothing wrong with sending pics to your boyfriend, and so many people do it. And this form of blackmail is so dumb, like "hey I have photos of you naked, I'm going to release them unless you send me something even worse, but I promise not to release that second one." You have already gotten the only answer there is to give. If the police wont do anything about someone in possession of cp and doing black mail theres nothing you can do about that (she could be lucky, some places they actually people that take nudes as minors for producing cp).
There is nothing to gain my giving in, as giving him more nude material would only give him more leverage for more black mail. His ultimate goal is probably to cause distress. So there is nothing to do other than going public with the situation before he releases anything. Sure people might see her naked, but in this day and age it will most likely something her followers will support her over. If she's a pretty somo girl she's already on display, so it doens't really change that much.
Of cause it's about control of her own body, but if she takes control herself and go public she has gotten the best outcome available.

I was just talking to a friend yesterday about how the only real way to "secure" your nudes is to burn them onto a CD while your connection is off and then wipe them from your computer. If I was her, I would bluff that I back traced him or some shit and if he releases them, I'll release his name and parents address, and tell his parents what he's been doing.
