When they talk about taxing the wealthy they always mean raising income tax on anyone making over 70K a year, which almost solely targets people in high skilled jobs. I am sick and tired of paying for everyone else, it is essentially socialism.
If they said, lower income tax and put capital gains tax in line with income tax that would have a huge effect on taxing the rich. However, they will never do it because it will effect "economic growth" which is just a code word for enough inflation to prevent the middle class from saving and force them into a debt cycle.

It is bizarre that creating wealth from no raw commodity is called economic growth. Inflation (especially in the US) is insane right now. Essentially for the last decades the US had 2-3% inflation a year with zero interest in savings and everyone said that Obama grew the economy. Now it is 2.9% inflation and you might get 2% interest on a 3 year CD.

Because the top 1% have 99% of the wealth. And wealth generates income that's not subject to normal tax rates (capital gains).
Tax revenue went up (slightly... it's down now) because of tax amnesty, stock buybacks from companies (taking advantage of historically low tax rate) and other company shenanigans that they can get away with while Trump is in office.
2-3 years from now we will see historically low tax revenue because of this.
