As countries develop women have been becoming more busy. Naturally if you're focusing on a career, you aren't focusing on expanding your family. Financial constraints have been increasing, the bread winner and stay at home mother dynamic virtually doesn't exist anymore, as the majority of households need both parents employed to put a roof over their own heads. You also no longer can get a decent job out of highschool and have to cram for 4+ years at college to get anything livable, but that comes with it's own baggage of student loans and working minimum wage jobs to put yourself through that college. By the time women are out of the college system and in a stable place, they're already out of their prime and hitting their 30's. As time goes on and more responsibilities mounts, the very last thing they'll want to do is tackle the most time intensive thing possible on top of that: raising a child.

It's not so much that they refuse, they just realistically don't have the luxury to have children. Meanwhile nig nogs and other shitskins are fine with being reckless and squatting out ten shitlets and letting welfare take care of the rest.
