a few months back, in sydney or melbourne a man was arrested for possession of an illegal stolen handgun and meth. after his housemate reported him to the police.

Guns aren't banned. Only semi-automatic/automatics are. You need to get a license for specific weapons which usually involves, getting a safe, being a gun club member, competing in (handgun) sporting events regularly.
