Many pajeets speak english already, and I don't think their languages have any significant relationship with chinese. The "posh accent" is called Received Pronunciation. I think it originated from Oxford and posh schools mainly, but gets taught to anyone hoping to work for the BBC because it's the easiest to understand for anyone who speaks English at all due to how clearly every word is enunciated and it's minimal use of abbreviations and slang.

Norf accents often seem to close off the sinuses while they speak, which is similar to accents in the USA. What makes the accents then sound dumb is that most syllables move to the back of the mouth to compensate for the reduced air movement through the nose. If they do try and pronounce things properly at the front of the mouth, they have to slow the speech down a bit. The result is either hard to understand mouthbreather speak, or speech that's understandable but slowed down which makes it sound unintelligent.
