because once you get there with enough gear you can hurl shit at the earth much cheaper than ICBM systems and the projectiles could be much harder to counter measure than earth based weapons systems

Technology in the 60's prevented any real exploitation of the moon. While we could GET there and get BACK, we couldn't do anything useful while there. we now have much more experience with space exploration and very soon independent moon mining and smelting will begin on its surface. we will need valuable materials such as lithium and platinum in great quantities in the near future, and we will need space to get it to us in an economical way.

But all of that is still a good 10-20 years off. We won't go back to the moon until we have a way to get resources off of it.

Many reasons: newer equipment is more vulnerable to solar radiation, the people that built the thrusters that got men to the moon are dead or retired and there's no blueprint or guide on how to replicate them, it's expensive as fuck and there's nothing to do there, it's dangerous and it would be bad publicity for the politicians if an astronaut died on the way there, sending robots is cheaper and can do almost anything a human can, etc.
