There is nothing inherently white about fascism. Fascism usually has a "racialist" element in the sense of protecting one's own ethnic kind through the strength of the nation. But there is no reason why this cannot be a mixed race, black, or asian nation. Imperial Japan was essentially fascist.
Technically you could even have a multicultural fascist society, I suppose, so long as the ideologies of extreme nationalism, social conservatism and totalitarianism were still present.
