No, that's not true at all. The average black american IQ is 85, whilst the white is about 100. Even in cross-adoption studies, where blacks were adopted by middle income to wealthy white families, the average IQ remained the same. Beyond that, if blacks are more intelligent than whites, then why were Africans never able to build a proper empire or civilization, that would be even moderately comparable to the Europeans, the East Asians, the Indians, or even the Southern American Natives? Why is it that the average IQ of the Sub-Saharan African is 70, even in African countries mostly untouched by whites?

These would be a lot more effective if they were done by ethnicity, rather than general countrymen. The average IQ of the different ethnicities and even castes in places like India and Pakistan differs significantly. For example, Kashmiri Pandits (ethnic Kashmiris, including Muslim descendants of the original Hindus) score really high on IQ tests, have much more Western Eurasian Steppe admixture (at least the non-Indianized, ethnically pure ones), and are thus overrepresented in positions of power all over. For ex. Nehru lol.
Also in Africa, the Pygmies have an average IQ below 70, whilst the Bantus, for example, have a median IQ around 70.
