Whois protection and SSL certification is usually free if you get a deluxe hosting account which is like $60 for a year. The only costs are in new domain names. I used to run a few blogs in 2017-2018 so I don’t think things have changed too much. But OP is correct about namecheap not giving a fuck about “abuse” on their servers.

namecheap MAY ignore them, but they can always contact the host. Hosts usually care way more than domains. There's a reason namecheap can afford to ignore requests.

Not OP but since BTC can be somewhat traceable, here’s a solution.
1. Buy BTC normally on any service. Avoid coinbase. Use localbitcoins or paxful. Avoid sketchy users.
2. Deposit BTC into Bibox, a shitty exchange. It acts as a “mixer” so it will be hard to trace back to your original purchase.
3. Withdraw BTC to another online wallet. Use a paxful wallet. Or whatever.
4. Install a BTC wallet app for your phone
5. Withdraw from paxful to your app
6. Make namecheap account and set up deposit
7. Scan QR code and deposit BTC.
8. Uninstall BTC wallet app once the transaction is successful
9. Get to creating your website
